The current recommended floor was set when transaction volume was two orders of magnitude lower. Several operators already run below it and have done so without incident for over a year.
This is a recommendation and nothing more: no operator is bound by the result, and the proposal does not pretend otherwise. What a Yes produces is a published recommendation with the coin-day weight behind it attached, which operators can take or leave.
